Crystal oscillators operate on the principle of inverse piezoelectric effect in which an alternating voltage applied across the crystal surfaces causes it to vibrate at its natural frequency. It is these vibrations which eventually get converted into oscillations. To measure the actual drive level of a crystal oscillator circuit, you can insert a resistor into the crystal circuit. The voltage drop across the resistor can then be read to calculate the current and power dissipation.
